Internet Bullseye Pistol League Rules
Welcome to the MarkII.org Internet Bullseye Pistol League. This League is designed to encourage forum members to get out and shoot their guns, have a good time and come back and talk about it. And there is that element of friendly competition to spice it up.

Eligibility:
The league is open to all members of this forum and may be shot one or two handed with a .22 caliber rimfire pistol.

League Schedule:
There will be three Leagues held each year according to the following schedule:
Jan-Mar · Winter League
May-Jul · Summer League
Sep-Nov · Autumn League

Each League consists of three calendar months. Each month will consist of four matches, for a total of 12. Matches may be shot at any time during a month, and scores for the matches shall be submitted by the first day of the following month.

League Registration:
A thread will be thumb tacked directly beneath this one with the title, “Register for the Bullseye Pistol League.” To register, post a reply in that thread indicating that you wish to be included. Registration will be open for the duration of the League.

Targets and Distances:
Each competitor may choose up to two distances from which to shoot, one distance for slow fire and one distance for timed and rapid fire. The distances should be the same for timed and rapid fire.

Distances to choose from are:
50 feet
20 Yards
25 Yards
50 Yards

Competitors may elect, for example, to shoot slow, timed, and rapid fire all from 50 feet, or all from 20 Yards. Or some competitors may elect to shoot slow fire from 50 Yards and timed and rapid fire from 25 yards. Any combination is acceptable.

All target used must be either official NRA targets or be designed to NRA specifications. Targets must match both the type of shooting (slow, timed or rapid fire) and the distance the shooting is being done at.

The following is a list of the target types that must be used for each distance:

B-2 50 foot Slow fire
B-3 50 foot Timed/Rapid fire
B-4 20 Yard Slow fire
B-5 20 Yard Timed/Rapid fire
B-16 25 Yard Slow fire
B-8 25 Yard Timed/Rapid fire
B-6 50 Yard Slow fire

Competitors must supply their own targets.

Please note that some of these targets have part of their outside ring cut off, as they are slightly larger than a sheet of letter paper. Also, the B-6 and B-8 targets are over 19" in diameter, so several of the largest rings are not on this version of these targets at all. However, when photocopied, these make economical replacement centers.

Match Procedures:
Each match will consist of 10 shots fired at each individual target:
10 Slow fire shots fired at slow fire targets
10 Timed fire shots fired at timed/rapid fire targets
10 Rapid fire shots fired at timed/rapid fire targets
The total possible points for one match is 300.

    Procedure for Slow Fire targets:
  1. Select a slow fire target appropriate for the distance you want to shoot.
  2. Fire ten shots in ten minutes at the target.
    Procedure for Timed Fire targets:
  1. Select a timed/rapid fire target appropriate for the distance you want to shoot.
  2. Fire five shots in 20 seconds at the target.
  3. Reload and fire five more shots in 20 seconds at the same target.
    Procedure for Rapid Fire targets:
  1. Select a timed/rapid fire target appropriate for the distance you want to shoot.
  2. Fire five shots in 10 seconds at the target.
  3. Reload and fire five more shots in 10 seconds at the same target.

Note for Timed and Rapid fire: A Range Officer or other helper, a set of recorded range commands, or a suitable timing device should be used to time your 10 and 20 second strings.

Procedures in Case of: Defective Cartridge, Disabled Pistol, or Malfunction. (ALIBI)
In Slow Fire - If a cartridge fails to fire or a pistol fails to function during slow fire, the competitor may replace the unfired cartridge or clear the jam and continue firing. Additional time may be allowed any competitor, equal to the time lost clearing the defective cartridge, disabled pistol or malfunction.

In Timed and Rapid Fire - In the event of a defective cartridge, disabled pistol, or malfunction, before a string is completed in timed or rapid fire, the competitor shall be privileged to fire another five shot string (ALIBI). The competitor will then fire another complete five shot string onto the same target.

Scoring after 10 shots - The competitor will be charged with firing 15 shots minus whatever number of cartridges were found unfired or bullets that failed to leave the barrel in the original string and will be scored the 10 shots of lowest value.

Any unfired shots during the refire (or ALIBI) string will be scored as misses.

Example - In timed or rapid fire a competitor has a misfire on the fourth shot. The Ready Position will be assumed and at the end of the time limit the 2 unfired cartridges shall be cleared from the gun. The competitor is then given orders to "LOAD 5 ROUNDS" and fires another 5 shot string on the same target. The target will be scored based on 13 shots, the 10 lowest values are recorded for score. If anything less than 13 holes appear in the target the missing holes shall be scored as misses and the missing shots count toward the 10 lowest values recorded for score.

Example - When scoring after 10 shots - In the first string there are 2 10's and a 9, in the second string there are 5 10's and in the third string there are 5 10's, the score is the value of the lowest 10 shots of the 13 shots fired or a 99. However, if in the first string there are 2 10's and a 9 and at the end of the third string the only other visible hits were 7 additional 10's and another is 9, there would be scored 2 misses and the score would be 78.
A competitor is only allowed one ALIBI string per match. This means that each completed 4 strings of timed fire are considered to be one Timed Fire Match. As such, only one ALIBI string is allowed for the Timed Fire Match for any week's competition. The same holds true for rapid fire; that each completed 4 strings of rapid fire are considered to be one Rapid Fire Match. As such, only one ALIBI string is allowed for the Rapid Fire Match for any week's Postal Match submission. A competitor may have shot two ALIBI strings in one Postal Match, as long as one string was in a Timed Fire Match and the other string was in a Rapid Fire Match. No other combinations of ALIBI strings are allowed.

Example - A competitor has a malfunction during one of his timed fire strings. That competitor is allowed and fires one ALIBI string of 5 shots for the Timed Fire Match. During that same week's postal match, the same competitor has another malfunction during one of his rapid fire strings. He is allowed one ALIBI string of 5 shots for the Rapid Fire Match. Each of these ALIBI's were allowed because they were each fired in only one match; one in a Timed Fire Match and one in a Rapid Fire Match.

Exception to the Alibi Rule:
In case of an underpowered (squib) cartridge that doesn't have enough power to cycle the bolt, In the interest of safety and for the purposes of this league, a reshoot of the target in question is recommended.

If a cartridge failes to cycle the bolt, the gun should be unloaded, the clip should be removed and the bore should be inspected to insure that the bullet was not lodged inside.

Since an underpowered cartridge will probably cause the bullet to strike quite low, or miss completely, taking an alibi would not help your score since the 10 lowest scoring shots would need to be counted.

Submitting Scores:
At the beginning of each month, four threads will be thumb tacked to the top of the League's forum page, one for each match in the month These threads will be used for reporting scores only. Details for format and what information to include when you post your scores will be listed in the first post of each Thread.

After the end of the first month, the League Coordinator will create a "League Standings" Thread which will be thumb tacked near the top of the League's forum page. This thread will include a summary of the scores to date. The "League Standings" page will then be updated after the end of each section.

While the scores for a match are not due until one day after its month ends, competitors are encouraged to submit their scores as soon after they shoot them as they can.

Score submission is to be done on the honor system. Competitors may score their own targets and no witnesses are required.

Drops:
At the conclusion of each League, the three matches with the lowest Aggregate Totals for each competitor, including zero scores from matches that were not shot, will be dropped. Only the highest nine scores will be used in computing the final scores.

Ranking of Participants:
The rankings of Marksman, Sharpshooter, Expert, Master and High Master will be awarded to participants based on their average score at the end of each league.

In the case of a new participant that has a NRA ranking, the participant will be initially placed in the same ranking as their NRA ranking.

In the case of a new participant that has no NRA ranking, the participant will be placed in the Marksman category, unless they prefer to be placed in a higher ranking.

After the conclusion of each league, the average score of each participant will be computed. This average will include all of the matches that a competitor has shot with no drops. This average will be used to determine if a competitor's ranking will remain unchanged or if it will be raised to a higher ranking. A competitor will only be placed in a lower ranking if his or her average score drops and they request a lowering of their rank.

The percentages used for determining rank are as follows:

97 High Master
95 Master
90 Expert
85 Sharpshooter
  Marksman

Exceptions:
To allow the most people to participate in the league, excetions to any of the rules may be granted on an individual basis. These exceptions will be based on medical or other physical conditions that would make competing difficult or impossible otherwise.

The Honor System:
Please keep in mind that this League is just for fun and that no money or prizes are at stake. Please be honest when reporting your scores and when placing your targets at the proper distance.

Also, please decide when your match begins ahead of time. Once you start your match, the next three targets that you shoot are the ones that you should report the scores from.

If everyone plays fairly, all should enjoy participating in this league.
